The global report prepared for the COP17 review ([CBD/COP/17/INF/7](https://www.cbd.int/doc/c/3e10/ba33/66bc2b57d04e106b32027e0a/cop-17-inf-07-en.pdf), 10 September 2026) draws on NBSAPs from 43% of Parties, almost 3,700 national targets from 83% of Parties and national reports by 66% of Parties, submitted up to 7 March 2026. ## Finance | Item | Value | As of / note | |---|---|---| | GBF finance goal (Target 19) | at least USD 200 billion per year from all sources | by 2030 | | International finance to developing countries (Target 19(a)) | at least USD 20 billion / USD 30 billion per year | by 2025 / by 2030 | | International public finance reported under indicator D.1 (developed country Parties and Parties that have voluntarily assumed their obligations) | cumulative USD 17.7 billion (highest USD 5.2 billion in 2023) | 2020-2023; the report says this "should be taken as a minimum" | | OECD estimate | about USD 16.8 billion | 2023 only; covers the broader range of flows in Target 19(a) | | Contributions to the GBF Fund (GBFF) | USD 387.2 million | August 2023 to 31 December 2025; eleven sovereign governments and one sub-national government | | GBFF programming | USD 362.1 million (benefitting 87 countries) | total of two tranches | Note: GBF finance goals and reported finance. Sources: CBD "2030 Targets" (Target 19); global report CBD/COP/17/INF/7 (printed page 233); GEF/GBFF.06/04 (5 May 2026) Target 19 calls for mobilizing at least USD 200 billion per year from all sources by 2030, including international biodiversity finance from developed to developing countries of at least USD 20 billion per year by 2025 and at least USD 30 billion per year by 2030. According to the global report ([CBD/COP/17/INF/7](https://www.cbd.int/doc/c/3e10/ba33/66bc2b57d04e106b32027e0a/cop-17-inf-07-en.pdf)), Parties reporting under headline indicator D.1, comprising developed country Parties and Parties that have voluntarily assumed the obligations of developed country Parties, reported a cumulative USD 17.7 billion of international public finance between 2020 and 2023, with the highest total, USD 5.2 billion, in 2023. The report says this amount should be taken as a minimum, and that the OECD, whose analysis covers the broader range of flows in Target 19(a), estimates about USD 16.8 billion for 2023. It states that both estimates fall below the USD 20 billion milestone and that the 2025 milestone was likely not met, although a definitive assessment will only be possible once complete data for 2024 and 2025 have been reported. The Global Biodiversity Framework Fund (GBFF), run by the GEF, received USD 387.2 million in contributions from eleven sovereign governments and one sub-national government between its launch in August 2023 and 31 December 2025, and its two tranches programmed USD 362.1 million benefitting 87 countries ([GEF/GBFF.06/04](https://www.thegef.org/sites/default/files/documents/2026-05/EN_GEF.GBFF_.06.04_Towards%20a%20Resource%20Mobilization%20Strategy%20for%20GBFF%202026-2030.pdf)). ## Figures for Japan | Item | Value | As of / source | |---|---|---| | National Biodiversity Strategy 2023-2030 | Cabinet decision | 31 March 2023 (Ministry of the Environment) | | Seventh national report submitted | 20 February 2026 | Ministry of the Environment, "Recent policy developments on biodiversity" | | Nationally Certified Sustainably Managed Natural Sites | 610 | end of June 2026 (Ministry of the Environment press release); includes sites certified under the earlier scheme (Document 1-1, printed page 15) | | Total area of the sites | 119,000 ha | total of the 610 sites: 187 non-statutory sites 63,000 ha and 423 statutory sites 55,000 ha (Document 1-1, printed page 16); the two parts add up to 118,000 ha (our calculation) | | Area registered as OECMs in the international database | 64,600 ha | after the August 2026 registration, which added 10,000 ha of the 23,100 ha certified in FY2025, excluding areas overlapping protected areas (Ministry of the Environment) | | Protected areas + OECMs | land 21.0% (OECMs 0.2%), sea 13.3% | after the August 2026 registration (Ministry of the Environment) | Note: Biodiversity figures for Japan. Japan certifies Nationally Certified Sustainably Managed Natural Sites, areas where biodiversity conservation is achieved through private sector and other initiatives; 610 sites had been certified as of the end of June 2026 ([Ministry of the Environment, 3 August 2026](https://www.env.go.jp/en/press/press_02600.html)), including those certified under the earlier scheme ([Ministry of the Environment, Document 1-1, 31 August 2026](https://www.env.go.jp/content/000431252.pdf), printed page 15). In August 2026, 10,000 ha that do not overlap with protected areas, out of 23,100 ha certified in FY2025, were registered as OECMs in the international database, bringing the registered OECM area to 64,600 ha. After this registration, protected areas and OECMs together cover 21.0% of Japan's land (of which OECMs 0.2%) and 13.3% of its sea; the Ministry notes that, owing to rounding, the shares appear unchanged from the previous year ([Ministry of the Environment, 3 August 2026](https://www.env.go.jp/en/press/press_02600.html)). The 610 sites cover 119,000 ha in total ([Ministry of the Environment, Document 1-1, 31 August 2026](https://www.env.go.jp/content/000431252.pdf), printed page 16). ## Where the sources give different figures | Item | One figure | Another figure | |---|---|---| | Area of Nationally Certified Sustainably Managed Natural Sites | 119,000 ha (total area of the 610 sites; Ministry of the Environment, Document 1-1) | 64,600 ha (registered as OECMs, excluding areas overlapping protected areas; Ministry of the Environment press release) | | International biodiversity finance | USD 17.7 billion (international public finance reported under indicator D.1, cumulative over 2020-2023) | about USD 16.8 billion (OECD estimate, 2023 only, broader range of flows) | | Number of national targets | almost 3,700 (global report; submissions up to 7 March 2026) | 3,993 (CBD Online Reporting Tool, 18 October 2026) | | Number of seventh national reports | 125 countries (article of 9 March 2026); 129 Parties (global report, submissions up to 7 March 2026) | 145 (CBD Online Reporting Tool, 18 October 2026) | | Share of Parties with NBSAPs | 43% (global report, summary, printed page 22) | 89 Parties, 45% (same report, section II.A, printed page 35) | | OECM share of land | 0.2% (Ministry of the Environment press release) | 0.17% (Ministry of the Environment, Document 1-1, printed page 17); 0.2% when rounded to one decimal place (our calculation) | Note: Places where sources give different figures. Differences in scope and date are as stated in each source. Source: each source For some items the value depends on what is counted and when. The area of Nationally Certified Sustainably Managed Natural Sites is 119,000 ha as the total of the sites and 64,600 ha as the area registered as OECMs after removing overlaps with protected areas. International biodiversity finance is USD 17.7 billion as the four-year total reported under indicator D.1 and about USD 16.8 billion as the OECD estimate for 2023, which covers different flows and a different period. The numbers of national targets and national reports depend on the date of the count. ## Business measurement and disclosure around COP17 | Date | Organisation | What was published | |---|---|---| | 13 October 2026 | Nature Positive Initiative | Launched the State of Nature Indicators and Metrics: more than 600 existing state of nature metrics distilled into four core indicators covering ecosystem extent, ecosystem condition, species extinction risk and species populations | | 14 and 15 October 2026 | CBD Secretariat; Nature Positive Initiative | A study on the alignment of the State of Nature metrics with the GBF monitoring framework was issued as CBD/COP/17/INF/3 (14 October); the Nature Positive Initiative announced it as an information paper on 15 October | | 22 October 2026 (scheduled) | IFRS Foundation (ISSB) | Webinar during COP17 to mark the launch of the Exposure Draft proposing a Practice Statement on nature-related disclosures; 120-day consultation ending on 19 February 2027 | Note: Announcements just before and during COP17 on how business measures and discloses its relationship with nature. When and where is COP17 held? The seventeenth meeting of the Conference of the Parties to the Convention on Biological Diversity (COP17) is held in Yerevan, Armenia, from 19 to 30 October 2026, together with the twelfth meeting of the Parties to the Cartagena Protocol (CP-MOP 12) and the sixth meeting of the Parties to the Nagoya Protocol (NP-MOP 6). The CBD conference page gives the opening ceremony as 18 October at 17:30. ### Q2. What is the Kunming-Montreal Global Biodiversity Framework (GBF)? It is the global framework adopted at COP15 in December 2022 (decision 15/4). It has four long-term goals for 2050 and 23 action-oriented targets for 2030. COP17 holds the first global review of collective progress in its implementation. ### Q3. What is 30by30, and where does Japan stand? GBF Target 3 calls for at least 30 per cent of terrestrial and inland water areas, and of marine and coastal areas, to be effectively conserved and managed through protected areas and other effective area-based conservation measures (OECMs) by 2030. According to Japan's Ministry of the Environment (3 August 2026), protected areas and OECMs together cover 21.0% of Japan's land (of which OECMs 0.2%) and 13.3% of its sea. ### Q4. Has the GBF finance milestone been met? Target 19(a) calls for international biodiversity finance from developed to developing countries of at least USD 20 billion per year by 2025. The global report CBD/COP/17/INF/7 states that Parties reporting under headline indicator D.1 reported a cumulative USD 17.7 billion of international public finance in 2020-2023 (highest USD 5.2 billion in 2023), that the OECD estimates about USD 16.8 billion for 2023, and that both estimates fall below the USD 20 billion milestone. It adds that a definitive assessment will only be possible once complete data for 2024 and 2025 have been reported. ### Q5. Is there a Nationally Certified Sustainably Managed Natural Site in Karatsu? The Yokomakura site in Ouchi-machi, Karatsu City, Saga (36.67 ha; listed on Protected Planet as "Ouchi Town Yokomakura Natural Symbiosis Area") was certified by Japan's Ministry of the Environment in the second half of fiscal 2023 under the scheme now called Nationally Certified Sustainably Managed Natural Sites. It is registered on Protected Planet as an OECM (site ID 555781451) and managed by Karatsu Farm & Food. ## Sources | Source | Publisher | Date | URL | Accessed | |---|---|---|---|---| | COP 17, CP-MOP
