This page sets out waste volumes, recycling rates, final disposal and recycled materials for Saga's 20 municipalities, and the money in and out of Karatsu City's waste management, using the Ministry of the Environment's annual Municipal Solid Waste Survey. This page was compiled by Karatsu Farm & Food, a nonprofit in Karatsu, Saga, as part of the Karatsu Data Bank. It lists figures and statements from the sources without conclusions or evaluations. We round grams per person per day to whole numbers and recycling rates to one decimal place, and note every conversion, sum or reordering under the tables. English names for the Japanese categories are our translations. The lowest are Genkai Town 5.3%, Kanzaki City 7.3%, Yoshinogari Town 8.2% and Taku City 8.7%. Waste per person per day is highest in Tosu City (978 g), Saga City (909 g), Karatsu City (891 g) and Kiyama Town (887 g), and lowest in Tara Town (652 g). Karatsu City's final disposal of 3,618 tonnes is the largest of the 20 municipalities, above Saga City's 2,439 tonnes ([Ministry of the Environment (MOE), Municipal Solid Waste Survey FY2024, Saga results (waste treatment)](https://www.env.go.jp/recycle/waste_tech/ippan/r6/data/shori/city/41/01.xlsx)). The survey also gives a second recycling rate (R'), which excludes solid fuel, ash and fly ash used as cement feedstock, direct input to cement and fly ash metal recovery. It is 14.4% for Saga Prefecture and 16.9% for Karatsu City (identical to R, because Karatsu recycled 0 tonnes in those categories). | Year | Karatsu total | Karatsu g/day | Karatsu recycling | Karatsu final disposal | Saga total | Saga g/day | Saga recycling | Saga final disposal | |---|---|---|---|---|---|---|---|---| | FY2019 | 39,590 | 891 | 13.5% | 4,712 | 271,401 | 900 | 19.7% | 10,735 | | FY2020 | 39,057 | 891 | 14.4% | 4,601 | 264,812 | 886 | 19.7% | 10,815 | | FY2021 | 39,494 | 912 | 16.0% | 4,287 | 260,047 | 876 | 19.8% | 10,476 | | FY2022 | 38,769 | 906 | 15.5% | 4,296 | 256,459 | 870 | 18.8% | 10,427 | | FY2023 | 37,815 | 899 | 16.4% | 3,777 | 250,839 | 856 | 20.0% | 9,498 | | FY2024 | 37,153 | 891 | 16.9% | 3,618 | 242,152 | 835 | 18.2% | 10,402 | Note: Left four columns: Karatsu City; right four: Saga Prefecture (sum of 20 municipalities). Grams per person per day are divided by the total population including foreign residents, so they differ slightly from figures calculated with the resident register. Each year uses that year's own survey results. ## What this page does not cover This page covers only municipal solid waste (household and business waste handled by municipalities and joint unions). It does not cover industrial waste, night soil, disaster waste, beach litter, each municipality's sorting rules or collection days, the price of designated bags, details of individual facilities, or any evaluation of waste management or comparison of merit between municipalities. Costs are shown for Karatsu City only: many Saga municipalities treat waste through joint unions, so the municipal columns alone do not allow a like-for-like cost comparison. ## Citing this page and enquiries To cite these figures, or to ask about finding local data, use our [contact page](https://karatsu-f-f.com/en/contact.html) or [info@karatsu-f-f.com](mailto:info@karatsu-f-f.com). ## About this page By Hiroaki Kojima (Vice Director, [Karatsu Farm & Food](https://karatsu-f-f.com/en/index.html)) / Contact: [info@karatsu-f-f.com](mailto:info@karatsu-f-f.com) ([contact page](https://karatsu-f-f.com/en/contact.html)) / Published 2 November 2026 / Markdown: [saga-waste-data.md](https://karatsu-f-f.com/en/saga-waste-data.md) ## Related links - [Karatsu Data Bank](https://karatsu-f-f.com/en/data-bank.html) - [Plastics in Numbers](https://karatsu-f-f.com/en/plastic-data.html) - [Plastic Rankings by Country](https://karatsu-f-f.com/en/plastic-ranking-data.html) - [Circular Economy in Numbers](https://karatsu-f-f.com/en/circular-economy-data.html) - [Karatsu City Finances in Numbers](https://karatsu-f-f.com/en/karatsu-finance-data.html) - [日本語版](https://karatsu-f-f.com/saga-waste-data.html)
