Waste and recycling in Saga, municipality by municipality

In FY2024 (April 2024 to March 2025) Karatsu City generated 37,153 tonnes of municipal solid waste, 891 grams per person per day, with a recycling rate of 16.9%. Saga Prefecture as a whole (the sum of its 20 municipalities) generated 242,152 tonnes, 835 grams and 18.2% (Ministry of the Environment (MOE), Municipal Solid Waste Survey FY2024, Saga results (waste treatment)). Japan as a whole: 38.11 million tonnes, 839 grams and 19.3% (MOE press release on municipal solid waste in FY2024 (27 March 2026, in Japanese)). This page sets out waste volumes, recycling rates, final disposal and recycled materials for Saga's 20 municipalities, and the money in and out of Karatsu City's waste management, using the Ministry of the Environment's annual Municipal Solid Waste Survey.

This page was compiled by Karatsu Farm & Food, a nonprofit in Karatsu, Saga, as part of the Karatsu Data Bank. It lists figures and statements from the sources without conclusions or evaluations. We round grams per person per day to whole numbers and recycling rates to one decimal place, and note every conversion, sum or reordering under the tables. English names for the Japanese categories are our translations. Plastics figures for Japan and the world are on Plastics in Numbers, and country rankings on Plastic Rankings by Country.

FY2024. Population is the survey's total population. Per person per day = total waste / total population / 365. Household waste excludes group collection and recyclables from residential waste. Recycling rate = (direct recycling + recycling after intermediate treatment + group collection) / (waste treated + group collection) x 100. Final disposal = direct landfill + incineration residue + treatment residue. Values as in the source (some municipalities show 0 t final disposal). Rounding of g and % is ours. Saga's 20 municipalities compared (FY2024)

The highest recycling rates are Kiyama Town 24.0%, Tosu City 23.2%, Ureshino City 21.0% and Tara Town 20.8%; Karatsu City is 16.9%. The lowest are Genkai Town 5.3%, Kanzaki City 7.3%, Yoshinogari Town 8.2% and Taku City 8.7%. Waste per person per day is highest in Tosu City (978 g), Saga City (909 g), Karatsu City (891 g) and Kiyama Town (887 g), and lowest in Tara Town (652 g). Karatsu City's final disposal of 3,618 tonnes is the largest of the 20 municipalities, above Saga City's 2,439 tonnes (Ministry of the Environment (MOE), Municipal Solid Waste Survey FY2024, Saga results (waste treatment)).

The survey also gives a second recycling rate (R'), which excludes solid fuel, ash and fly ash used as cement feedstock, direct input to cement and fly ash metal recovery. It is 14.4% for Saga Prefecture and 16.9% for Karatsu City (identical to R, because Karatsu recycled 0 tonnes in those categories).

Notes on reading the figures

Population in this survey is as of 1 October 2024, partly 31 March 2025 (MOE press release attachment). Grams per person per day are divided by the total population including foreign residents, so they differ slightly from figures calculated with the resident register. Each year uses that year's own survey results.

What this page does not cover

This page covers only municipal solid waste (household and business waste handled by municipalities and joint unions). It does not cover industrial waste, night soil, disaster waste, beach litter, each municipality's sorting rules or collection days, the price of designated bags, details of individual facilities, or any evaluation of waste management or comparison of merit between municipalities. Costs are shown for Karatsu City only: many Saga municipalities treat waste through joint unions, so the municipal columns alone do not allow a like-for-like cost comparison.
